Under procedures set by the North Dakota Risk Management and the North Dakota University System, all travel in state fleet vehicles must be approved before a vehicle is reserved. All operators must complete the Defensive Drivers training and have a North Dakota Department of Transportation driver’s ID.
Please follow the steps below to ensure a vehicle is available for your use.
Making a Reservation
Contact the Physical Plant office to reserve a vehicle 24 hours in advance to ensure one is available. They will confirm the vehicle assigned and that the Defensive Driver training has been completed.
Picking up a Vehicle
- Vehicles can be picked up from 8:00 am to 4:00 pm Monday through Friday at the Physical Plant office located in the Arntzen Building.
- You will need to present your current, valid driver's license to operate a state vehicle along with your NDDOT Employee ID card. This is required each time you pick up a vehicle. If you are picking up a vehicle for somebody else, you will need to provide your driver's license plus the driver's license of the state employee for whom you are picking up the vehicle. There will be no exceptions.
Returning a Vehicle
- You will need to refuel your vehicle before you return it to Dakota College at Bottineau. You will need to fill the vehicle with gas with the Voyager credit card that is provided in the brown pouch in each of the vehicles. A list of state stations that qualify under state motor vehicle is in the pouch. You will also need an assigned NDDOT Employee Drivers ID number. If the credit card does not work, please call the number on the back of the credit card to have them unlock the card or assist you with getting it to work.
- You will need to record the mileage on the mileage card and return it to Facilities. You may do this by filling out the mileage card, putting the key and the card in the bag and returning it to the Physical Plant office.
- The user is also responsible for taking out personal refuse.
- If you need to be reimbursed for personal funds used for fuel or repairs of a State Fleet Vehicle, please fill out an employee reimbursement expense form online, providing receipts for the expenditure within 2 weeks from the event. YOU ARE NOT ALLOWED TO USE YOUR DCB PURCHASING CARD FOR ANY MOTOR POOL PURCHASES.
Use of State Vehicles
Only state employees and individually approved students are defined as "operators" under State Fleet policies. Student drivers and trips not directly tied to athletics or for a class grade must be approved in advance by the Associate Dean of Administration.
All operators of State Fleet Services vehicles must adhere to the following regulations:
- Operators must complete Defensive Driving training before operating a state vehicle.
- Operators just hold a current ND Department of Transportation (NDDOT) employee driver's ID assigned by the NDDOT.
- Operators must possess a valid driver's license. Operators must present their driver's license every time they have a vehicle dispatched to them. If another state employee is picking up the keys for a person, they are also required to show their driver's license. There will be no exceptions to this rule.
- Only State of North Dakota employees are authorized to operate state, rented, or leased/courtesy vehicles while conducting state business.
- Operators must obey and comply with all traffic laws and regulations governing the operation of motor vehicles. If they receive illegal parking fees, traffic fines or toll charges, the operators are financially responsible for these violations.
- Operators must immediately report all accidents involving state vehicles. The driver of the State Fleet vehicle is responsible for completing the "Risk Management Fund Motor Vehicle Accident Report," SFN 51301. This needs to be completed online at www.nd.gov/risk, click on "Online Incident Reporting," and complete the form. When filling out the form online, the appropriate people get the report. You will also need to contact the DCB motor pool at 701-228-5441 to inform them of the accident within 48 hours of the accident. Any accident involving a State Fleet vehicle must also be reported to the local police department at the time of the occurrence.
- Operators must use state vehicles only for conducting state business and not for personal use. Therefore, commuting is defined as a state employee driving a state vehicle to and from his or her residence and place of employment. This practice is considered using a state vehicle for personal use, which is a violation of state law. Vehicles should not be taken to personal residences for overnight parking.
- Operators may not transport their spouses, children, animals, or hitchhikers in state vehicles. Drivers may permit other than state employees to be passengers in state vehicles only if it is necessary to conduct state business and it is approved in advance.
- All occupants must wear properly fastened safety belts whenever they travel in state vehicles.
- Smoking is prohibited in all State Fleet vehicles.
- Text messaging while driving or operating a State Fleet vehicle is not allowed.
- Each agency/institution is responsible for the actions of its authorized drivers and must institute proper disciplinary actions for violating the regulations. Additionally, each agency/institution must reimburse State Fleet Services for:
- The cost of repairs for damages resulting from an employee's or unauthorized user's gross negligent driving or misuse.
- The cost of repairs for damages resulting from other than normal over-the-road operations.
- The towing costs resulting from vehicles being driven into swampy or rugged terrain, unless driving there is necessary to carry out the agency's institution's duties and responsibilities.
- Collision damage resulting from the operator using the vehicle for purposes other than state business.
- Locksmith/replacement key charges if keys are lost or locked in the vehicle. State Fleet Services will notify agency/institution directors of all violations.
- All vehicles assigned on a daily basis from the daily pool must be returned to the parking lot at the end of the day unless other arrangements are made ahead of time with the Motor Pool.
- Agencies/institutions with monthly assigned vehicles have the responsibility of maintaining their assigned vehicles.
